SM City-Manila was envisaged to rise in a 5.3-hectare area of renewed development, which is defined by the major traffic corridors of Taft Avenue and Ayala Boulevard. SM Prime Holdings, Inc., commissioned SMDI in 1997 to conduct a traffic impact study of the area to formulate appropriate traffic management measures to mitigate potential traffic problems.
