In 1996, the Sheraton SM-Cebu Centre, a joint project of SM Investments Corporation and ITT Sheraton, was proposed to rise at the reclamation area north-east of Cebu City proper, adjacent to the existing SM City. Residential condominiums, service apartments, commercial office and hotel towers, as well as the expansion of the existing mall, would be implemented in two (2) phases. The developments (with a total gross floor area of 595,972 sqm, inclusive of parking) were expected to generate/attract a considerable volume of traffic. SM Investments Corporation therefore commissioned SMDI to conduct a comprehensive and parking study for the center.
The study objectives were to: a) assess the present conditions of the study area and its immediate environs; b) evaluate the impact of the proposed developments onto the surrounding road network; c) recommend the optimum traffic circulation plan in and around the complex; d) evaluate the external access arrangements and entry/exit locations, in conjunction with the circulation plan; d) determine the appropriate location of a public transport facility; e) establish the level of parking demand of the study area; and f) determine the feasibility of implementing shared parking, considering the different characteristics of each facility type/use.
