In 2000, Mandaue City was already a growing urban center and coping with increasing road traffic problems. If left unattended, these problems could escalate and will hamper the mobility of people and goods which are both vital to the economy. In view of this, a rational traffic system was needed to be implemented to contribute to an efficient transport system to promote economic development. Thus, a traffic system study was conducted.
SMDI was engaged to: a) assess the existing traffic conditions in the study area through compilation of primary and secondary data; b) propose a traffic circulation system to enhance the capacity of roads thereby ensuring a smooth vehicular and pedestrian flow; c) identify traffic management measures and alternatives appropriate for the city to alleviate congestion; d) review the long-term infrastructure plan based on the available data and relevant study reports and draw-up recommendations, accordingly; e) recommend policy directions to sustain programs and short-medium-and long-term plans; f) recommend traffic management and control facilities and determine the need and type of traffic signals to be installed at critical areas in the City; and g) recommend geometric improvement on the roads.
