Funded by the International Bank of Reconstruction and Development (IBRD) of the World Bank through the Second Rural Roads Improvement Project of the Department of Interior & Local Government (DILG) under IBRD Loan No.: 2716-PH, this road feasibility study indicated the government’s desire to provide an improved system of road network to support a growing economy in realizing Philippines 2000. The study covered various major provincial road sections in Luzon, Visayas and Mindanao, composed of three (3) packages (A, B, C, respectively).
In 1993, the joint-venture team of DCCD Engineering Corp. and SMDI, both Metro Manila-based consulting firms, completed Package “A” located in Luzon covering the province of Aurora, Bataan, Benguet, Isabela, Kalinga-Apayao, La-Union, Nueva Ecija and Pangasinan. Under the contract package, each province recommended ten (10) priority road sections for inclusion in the study.
