The transportation system between Cebu and Mactan in the ‘90’s relied solely on the existing road bridge. With the expected increase in socio-economic activities, it was expected that the capacities of the bridge as well as the access roads around it will be reached in the very near future.
In view of the above, the construction of the project bridge was proposed to provide a permanent, all weather and less-time consuming means of land transportation between Mactan Island and the main island of Cebu.
This feasibility study of the construction of the Second-Mandaue Mactan Bridge was undertaken by SMDI in 1990 for the Government of Cebu through the Metro Cebu Development Project Office (MCDPO). The specific objectives of the study were to: a) determine the role and limit of the existing Mactan Bridge in the future urban transportation system of Metro Cebu; b) identify possible links between Cebu’s main island and Mactan Island in conformity with the overall urban transport network; and c) prepare alternative plans for the Second Mactan Bridge and assess their feasibility from the engineering, economic and financial aspects.
