SMDI was commissioned in 1999 by Louis Berger International, Inc. to conduct traffic surveys, analysis and forecast for the Clark Ring Road for the Clark Development Corporation (CDC). The study objectives were to determine the existing traffic conditions in the present road network of the Clark Special Economic Zone (CSEZ) and determine the future traffic distribution in the road network of the conceptual development plan of CSEZ, especially on the proposed Ring Road.
