One basic concern in the development of the Business Park in Sta. Rosa, Laguna by Greenfield Development Corporation (GDC) in 2000 was the access to and from the area. Traversing along the South Luzon Expressway (SLEX), one can have access to the proposed development via the Sta. Rosa Interchange at the time of the study. However, in the future, when the various land use developments in the area will be realized, Sta. Rosa Interchange may not be able to absorb the additional traffic volume generated by the said developments.
In view of this, another interchange was proposed by GDC and Asia Brewery, Inc. (ABI) to be located about 3.2 kms. south of Sta. Rosa Interchange and about 2 kms. north of Cabuyao Interchange. The proposed interchange would directly provide access to GDC and ABI developments in the area, at the same time easing the traffic burden at Sta. Rosa Interchange.
SMDI was commissioned by DCCD Engineering Corporation to conduct a traffic and financial viability study for the proposed interchange. The results of the traffic study provided inputs to the physical and structural design of the interchange while that of the financial viability study was used as a tool for decision makers in assessing the profitability of the project.
